In 2012, Professor David Brunori published the third edition of his book, State Tax Policy: A Political Perspective. As explained by the publisher, Urban Institute Press, state tax systems are in trouble, as outdated revenue collecting methods strain to deal with 21st century economies – marked by such trends as the expansion of globalization and e-commerce, the shifting of responsibilities from federal to state governments through devolution, and the heavy use of tax incentives to attract business investment. In his updated book, Professor Brunori analyzes critical challenges facing state governments and examines possible solutions in formulating and implementing state tax policy.
